领导人才资源开发经营的实践与思考

人才资源是第一资源，谁拥有人才优势，谁就能抢占事业发展的制高点，因此，对人才资源开发与经营的效益要远远大于对其他资源开发的效益。对山西省气象局近几年来领导人才资源开发与经营的实践进行了详细的探讨和总结，指出领导人才资源开发与经营的基础环节是造拔优势年轻人才，中介环节是创新人才选拔机制，关键环节是优化配置人才资源。     

BP模型双样本训练方法

根据气象预报应用情况，分析ＢＰ模型训练人工神经元网络中存在的问题，并提出双样本训练方案。试验表明，采用双样本训练的网络，实际预报能力较高。     

The role of Quality of Place factors in expatriate international relocation decisions: A case study of Suzhou,a globally-focused Chinese city

The role of ‘quality of place’ (QoP) in attracting and retaining workers has been a significant concern of urban related policy makers and research communities over the past decade. This paper aims to address the significance of QoP factors in attracting and/or retaining global talent by presenting the findings and implications of a study into the relocation decisions of expatriate workers in Suzhou, China. Findings from a survey questionnaire indicate that global talent moving to Suzhou have been driven primarily by career-related opportunities instead of QoP factors. However, binary logit analysis shows that QoP factors have contributed positively towards the retention of global talent in the city.     

GIS professional development for teachers: lessons learned from high-needs schools

University faculty partners from the Departments of Geography and Instruction and Teacher Education at a large, public university collaborated with K-12 teachers and the leadership of a rural school district in order to investigate the crosscutting content of science, mathematics, and geography through the integration of web-based GIS technologies. The project explored the critical connections among technology, pedagogy, and content with a particular emphasis on developing technology-enhanced, inquiry-based lessons in which the teachers and their students used GIS technologies to analyze, visualize, and present data in real-world contexts. The findings highlight the importance of well-structured professional development that builds community, integrates diverse content and pedagogical expertise, provides feedback and coaching, and is of sufficient duration to effect change.     

PRINCIPLES OF RIVER TRAINING AND MANAGEMENT

River regulation and river training have been performed for various purposes and negative effects have been shown in numerous cases. In some cases the negative effects are so serious that humans have to consider to "renaturalize" the regulated rivers. Only by using the strategy of integrated river management the diverse river uses and natural fluvial processes and ecological systems may be harmonized. Based on analysis of case studies and data collected from literatures this paper presents the concept of integrated river management and four principles of river training. The integrated river management comprises: 1) taking the watershed, upper stream basin including the tributaries, middle and lower reaches and the estuary as an integrated entity in the planning, design and management; and 2) mitigating or controlling the negative impacts on hydrology, erosion and sedimentation, fluvial processes, land use and river use, environment and ecology while in achieving economic benefit from water resources development, flood safety management and hydropower exploitation. River training and management should be in accordance with the four principles: 1) extending the duration of river water flowing on the continent, which may be achieved by extending the river course or reducing the flow velocity; 2) controlling various patterns of erosions and reducing the sediment transportation in the rivers; 3) increasing the diversity of habitat and enhancing the connectivity between the river and riparian waters; and 4) restoring natural landscapes.
